Clause 313

allows the Court of Appeal or the Registrar of Criminal Appeals to extend the time for filing or serving notices of appeal or notices of application for leave to appeal. The applicant is entitled to have the Court of Appeal determine the application if the Registrar of Criminal Appeals of the Supreme Court refuses an application to extend time.
