Clause 13

provides that, on service or execution, the summons or warrant is to be accompanied by a copy of the charge-sheet and a notice containing information for the accused. A summons and an arrest warrant each perform dual purposes - they not only compel the accused to attend court, they also inform the accused of the charges that the accused is being called on to answer at court.
